Why your role matters

The Technical Services Compliance Manager ensures that UNSW’s technical building services — including mechanical, electrical, hydraulic and fire protection systems — comply with all relevant legislation, codes and standards. This role is key to maintaining the safety, functionality and compliance of the university’s built environment.

Responsibilities include ensuring adherence to the National Construction Code (NCC) and Building Code of Australia (BCA), managing the timely submission of Annual Fire Safety Statements (AFSS), and overseeing the safety and certification of roof access and fall protection systems.

The role also covers full contract management, including financial oversight and performance monitoring of external service providers. Working closely with Estate Management teams and stakeholders, the Compliance Manager provides expert advice and support to help deliver safe, compliant and efficient infrastructure across UNSW campuses.

This position reports to the Senior Manager, Building Maintenance and has no direct reports.

About the Role

You will be required to undertake and have experience in the following areas of expertise:

  • Lead and liaise within the various teams of Estate Management and external BCA consultants to ensure that all Fire Compliance requirements are addressed at design, construction, and commissioning phases.
  • Oversee and manage all associated inspection and testing documentation is to a standard required by UNSW and proactively advise and put forward recommendations to the Estate Management Executive Team.
  • Serve as the central point of contact for fire compliance and fire engineering matters at UNSW, collaborating with all Estate Management business units managing design input and peer review processes.
  • Proactively manage the accredited practitioner and building manger sign off, of the schedule of fire safety measures, including site inspections. Ensure minimum standards of performance are met, including monitoring, and understanding new fire safety designs or systems improvements undertaken each year.
  • Proactively manage technical services contracts, including procurement support, contractor performance monitoring and compliance with University policy and procedures, legal and legislative requirements.
  • Manage fire monitoring, brigade callouts and brigade waivers and proactively liaise with the UNSW Security Team to minimising alarm activations.
  • Actively audit test reports and results to ensure correct information has been documented. When necessary, undertake NCC Building Code of Australia compliance reviews.
  • Inspect and review noncompliance issues and provide direction on solutions that fall in-line with UNSW Design and Construction guidelines, relevant standards, and legislation.
  • Lead the development and upkeep of preventative maintenance compliance dashboards across FM, ensuring the integrity and accuracy of compliance data management.
  • Manage all contract aspects for the inspection, certification and maintenance of roof access and fall protection systems. Ensure systems meet WHS requirements and are safe for use by staff and contractors.
  • Build and maintain professional relationships with contract service providers, suppliers, consultants, building contractors and sub-contractors, project partners and external authorities.
  • Lead compliance initiatives and provide strategic recommendations to the Senior Manager, Building Maintenance while delivering operational support across building services, maintenance, repairs and minor refurbishments aligned with the Building Asset Management Plan.
  • Develop annual facilities management performance and improvement plan with short and medium-term priorities.
  • Work with the Computerised Maintenance Management Systems team to maintain the accuracy of plant and equipment data in Archibus.
  • Prioritise maintenance, building access, work requests and repairs in relation to facilities management and building services and ensure they are effectively and efficiently delivered.

 

About You

  • Relevant tertiary qualifications in engineering, building services, facilities management or a related discipline and/or equivalent level of knowledge gained through a combination of education, training and experience.
  • Extensive expertise in managing compliance for complex technical systems such as mechanical, electrical, hydraulic and fire protection services.
  • Demonstrated experience in contract and contractor management including financial, procurement, performance monitoring and operational supervision including developing and maintaining professional working relationships.
  • Possess thorough working knowledge of relevant building standards, such as NSW Codes of Practice, AS1851, AS/NZS 3000, AS3745, AS1657, AS/NZS 3500 and other related Australian Standards, WHS Standards and Regulations, NCC etc.
  • Ability to assess and understand alternative building solutions and Fire Engineering reports.
  • Proven experience in managing Annual Fire Safety Statement (AFSS), roof safety systems and contractor compliance.
  • Highly developed interpersonal, organisational and communication skills with excellent track record in providing quality customer service. This includes a strong understanding of FM as a value-added service and the ability to work in a collaborative effort to create opportunities and develop solutions.
  • Proven ability to work effectively and collaboratively on initiatives with a range of people at different levels within an organisation, demonstrating problem-solving skills with a proven capacity to develop solutions.
  • Demonstrated ability to develop reports, create compliance dashboards, and deliver concise briefings to senior staff and key stakeholders.
