UNSW IT is part of UNSW’s Finance and Operations Division and provides high quality, sustainable, flexible products and state of the art services to UNSW. Our priorities are to drive innovative architectures that enable UNSW’s digital future and be a trusted partner of the University. In recent years UNSW IT has implemented a Shared Service capability moving away from a complete federated model of individual IT units operating within Faculties and Divisions. UNSW IT is now entering its next phase of transformation to position itself as a strategic partner and enabler within the University.

The Program Manager will facilitate the delivery of IT projects according to UNSW’s project management and architectural frameworks, delivering high-quality IT services that optimise operating costs over the life of the infrastructure. The incumbent will be responsible for delivering new IT infrastructure that is aligned to the overarching IT Strategy and designed and built according to UNSW engineering standards. The Program Manager will draw on their extensive industry experience and technical knowledge to contribute to communications infrastructure design, ensuring cost effective delivery of high-quality IT infrastructure to time and to budget for all major capital works and large-scale refurbishment initiatives. The Program Manager will utilise strong stakeholder engagement to work in consultation with internal teams within UNSW IT and external customers to specify and manage infrastructure projects involving network, telephony and the deployment of desktop, print and AV services. The Program Manager will maintain collaboration with the IT PPMO to ensure adherence to the defined project delivery framework and is aligned to project processes and lifecycle governance. The role of Program Manager reports to the Head of Infrastructure Portfolio.

This role will require NV1 Security Vetting requirement.

If you don’t have clearance then the successful candidate will be required to obtain security clearance for the fixed term role, NV1.  AU citizens only.

Accountabilities:

  • Lead various IT project teams to deliver multiple projects in a cost-effective manner with high customer focus.
  • Act as the single point of contact and point of escalation for all our stakeholders and other business units.
  • Lead the development and delivery of a portfolio of large infrastructure projects on time and within budget, identifying interdependencies and leveraging resources to maximise efficiencies and achieve required organisation outcomes.
  • Develop and implement strategies and tools for the continuous monitoring and evaluation of projects, including risk and contingency management, benefits realisation, and project impact and quality measures, to identify and address issues and assess project progress and overall effectiveness.
  • Provide expert advice and information to stakeholders on emerging project issues and implement recommendations to support project delivery in line with established plans, budgets, timeframes, policy objectives and other project priorities.
  • Create and manage large project budgets, reporting on budget variances and ensuring budget is on track.
  • Manage project resources within budget and maintain financial forecasting for IT PPMO and UPO monthly reporting purposes.
  • Identify, manage and resolve business risk, issues and conflicts for projects, developing issue resolution protocols to deal effectively with these matters and maintaining relevant risk registers.
  • In consultation with Business IT Services, develop and manage vendor contracts / agreements associated with projects.
  • Build collaborative relationships with senior and executive stakeholders across IT and Estate Management to establish effective communication strategies, ensuring open and timely communications at all stages of the project lifecycle.
  • Contribute to the development, maintenance and adherence to infrastructure policies, procedures and other documentation required to support the infrastructure environment.
  • Lead the implementation of a stable and robust passive infrastructure environment.
  • Lead project reporting on budget, schedule, risks and issues, change requests and other factors contributing to status updates.
  • Mentor project members, providing coaching and day to day guidance.
  • Monitor and report on the performance of consultants and contractors to achieve continuous improvement in project delivery.
  • Align with and actively demonstrate the UNSW Values in Action: Our Behaviours and the UNSW Code of Conduct.
  • Cooperate with all health and safety policies and procedures of the university and take all reasonable care to ensure that your actions or omissions do not impact on the health and safety of yourself or others.

Skills and Experience:

  • Tertiary qualifications and/or significant experience in similar roles, with substantial proven experience in programs and/or Project Management of which 5 years has been in a management role.
  • Excellent communication and facilitation skills, and the ability to adapt in a diverse environment and range of stakeholders.
  • Exceptional time management/organisational skills and ability to establish strong, effective working relationships.
  • Highly developed interpersonal skills including demonstrated high level ability to influence and build productive relationships with industry providers and senior stakeholders.
  • Demonstrated capability to work across multi-functional structures with competing stakeholders in a large and complex organisation.
  • High level organisational skills with a demonstrated ability to manage the competing demands of multiple, simultaneous projects.
  • Sound financial literacy skills, including the ability to forecast and manage CAPEX budgets.
  • Strong demonstrated understanding of business requirements and technical limitations as determined by the organisation’s enterprise architecture.
  • Superior leadership skills, with experience managing direct and indirect stakeholders, including mentoring team members to deliver high quality outcomes.
  • Advanced industry certifications including Prince2 and/or PMBOK or equivalent, is desirable.
  • An understanding of and commitment to UNSW’s aims, objectives and values in action, together with relevant policies and guidelines.
  • NV1 Security Vetting requirement for the Defence piece
